
Women University Mardan Convenes Seminar on KP’s NFC Share and Financial Challenges of Merged Areas
Mardan, 1st December 2025 — Women University Mardan, in pursuance of the directives issued by the Honorable Chief Minister/Chancellor, Government of Khyber Pakhtunkhwa, organized an awareness seminar on “NFC Share and Challenges Faced by Khyber Pakhtunkhwa” at the university’s Main Hall. The seminar aimed to provide an informed understanding of the province’s constitutional position concerning the National Finance Commission (NFC) Award, the persistent financial deprivation of the merged districts, and the critical distinction between administrative and financial merger processes.
The event was graced by Mr. Himayatullah Khan, Former Advisor to the Chief Minister of Khyber Pakhtunkhwa on Finance, Energy & Power, who has served in significant advisory capacities during both elected and caretaker governments. Drawing upon his extensive expertise in public finance, provincial budgeting, and NFC negotiations, he delivered a comprehensive analysis of KP’s rightful claim to federal resources, the historical and ongoing underfunding of merged districts, and the implications of the incomplete financial merger on development, governance, and service delivery. He further highlighted the wider context of equitable federalism and post–18th Amendment financial devolution as essential components of the province’s economic stability.
Prof. Dr. Razia Sultana, Vice Chancellor, Women University Mardan, emphasized the importance of sensitizing students, faculty, and the academic community to KP’s fiscal challenges, particularly in view of the upcoming NFC meeting scheduled for 4th December in Islamabad. She reaffirmed the university’s commitment to fostering informed dialogue on national policy matters and contributing meaningfully to the intellectual and civic development of its students.
The seminar received active participation from faculty members, administrative staff, and students from various departments and affiliated colleges. Attendees engaged in a substantive discussion on the developmental constraints arising from the non-allocation of KP’s full NFC share and the urgent need for financial parity for the merged districts. Women University Mardan reiterates its resolve to promote research-based discourse on issues of provincial and national significance.
